Even though my dishes were not as clean, and the experience less pleasant than if I had hot water, it was good enough and not worth wading through the confusing manual. Employees feel the same way, if there is an easier and somewhat effective way to reach the desired end, it is natural to follow the path of least resistance. The more over-complicated the process is that you impose on your team, the less likely you are to have buy in.
